
GCTU has inaugurated a newly constituted Appeals Board to oversee matters of grievance and dispute resolution within the university community on Tuesday, 9th September 2025, at the Vice-Chancellor’s Boardroom.
The event was presided over by the Chairman of the GCTU Governing Council, Ing. Divine Kpetigo, who formally inaugurated the five-member Board and administered the oaths of office and secrecy to its members.

In his keynote address, Ing. Kpetigo commended the members for accepting the responsibility to serve a four-year tenure, emphasizing the Board’s critical role in fostering fairness and transparency at GCTU.
Quoting provisions of Article 41 of Act 1022 and Section 59 of the 2021 Basic Laws of GCTU, Ing. Kpetigo outlined the Appeals Board’s mandate to hear and determine appeals relating to contraventions of university Basic Laws, breaches of employment contracts, staff promotions, student grievances, and any other matters referred by Council. He charged the Board to help build sustainable systems for smooth governance, stressing that their work would be key in advancing GCTU’s vision of becoming the leading ICT university in West Africa.
The new Appeals Board is chaired by Justice Agnes Dordzi, a retired Justice of the Supreme Court of Ghana. Other members include two seasoned legal practitioners, Ms. Nancy Ampofo and Mr. Isaac Riverson, and two distinguished non-lawyers from outside the university community, Colonel Vida Otoo and Mr. Emmanuel Goodenough Dziko. The Registrar’s Secretariat together with the legal officer, Madam Naomi Onumah, will provide secretarial support for the Board’s work.

In her acceptance remarks, the Board Chair, Justice Dordzi, expressed gratitude to Council for the confidence reposed in the Board, acknowledging the sensitivity of their responsibilities. She assured management that the members would faithfully discharge their duties with diligence and integrity, adding that the full support of the University was an encouragement to them.
Other members of the Board also pledged their commitment. Ms. Ampofo promised to ensure decisions are made in strict accordance with the law, while Colonel Otoo described their appointment as an honour and pledged to give their best to the task. Dr. Mark Ofori Nketiah, speaking on behalf of the Registrar’s Secretariat, added that the opportunity to serve was a privilege they would approach with an open mind and wholehearted dedication.

The Vice-Chancellor, Prof. Emmanuel Ohene Afoakwa, the Acting Pro Vice-Chancellor, Prof. Ebenezer Malcalm, and the Director of University Relations, Dr. Nusrat-Jahan Abubakar, together with members of her directorate, were present to witness the ceremony.
This was the second Appeals Board to be inaugurated since the University attained public status in 2020 under Act 1022, the first Board’s tenure having ended on 31st July 2025.
In his closing remarks, the Registrar, Mr. Emmanuel Baidoo, explained that the Appeals Board would convene on an ad-hoc basis as and when appeals are lodged by staff or students.
