
The Acting Vice-Chancellor, Prof. Ebenezer Malcalm has indicated that locations, poverty and infrastructural gaps contribute immensely to the deprivation of millions of learners who remain locked out of online education.
Prof. Malcalm made this observation during his presentation on the topic, “Hybrid Distance Learning in Remote and Difficult-to-Reach Regions” at the League of Tropical Universities (LTU) 2026 Summit held in Hainan University Arena, Haikou, Hainan Province, China on May 2026. The theme for the three-day summit held from May 19 – 22, 2026 was “Intelligent Connectivity, Shared Future: The Mission and Innovation of Universities in the Digital Era.”

During his presentation, the Acting VC noted that the adoption of a hybrid distance learning, using digital technologies and Low-Tech. solutions including the Learning Management System (LMS) and radio/television education in underserved locations in the world, is expected to ensure inclusive, equitable and quality education, regardless of geographical limitations.
Prof. Malcalm encouraged participants to invest in rural digital infrastructure and broadband expansion; promote affordable internet access through subsidies & Public-Private Partnerships (PPPs) and adopt multi-platform learning approaches for all contexts, among others.
The Summit attracted over 200 representatives from across 30 countries and regions who participated in the five Parallel Sessions, held as part of the Summit and experienced musical and dance performances as part of the event.
